Extension of Deadline – VAT Monitoring System

FRCS Public Notice

In light of the many requests received from the business community to extend the implementation period for Phase III, the Fiji Revenue & Customs Service has agreed to extend the deadline for Phase III. However, to ensure systematic compliance and avoid the rush to the last minute, all businesses and operators that fall within Phase III are requested to achieve the 3 stages of sub-compliance within the stipulated timeframe. These stages pertain to:

(1) Registration:
All businesses & operators that fall within Phase III and POS suppliers must register for EFD with FRCS before 31st of October 2019.

(2) Supplier/Software Accreditation:
The business/operator or its solution provider (POS supplier) should complete the accreditation of their software via the Tax Core administration portal https://eservices.frcs.org.fj/EFD. This stage also involves the submission of an implementation plan to FRCS. The implementation plan must outline the timeframe as to when the taxpayer will become EFD compliant. The implementation plan is to be submitted to FRCS before 31st December 2019.

(3) Compliance with EFD
All taxpayers that fall within phase III are to be fully compliant before 30th April 2020. This means that taxpayers must have installed, implemented and begun to operate EFD devices. FRCS may pursue compliance tools such as infringement notices or prosecution of those taxpayers who are not EFD compliant by this deadline.
